Deal 15% damage on Damage Dodged does nothing

as title states, the affix on my pants that grants Deal 15% damage on Damage Dodged does nothing. I’ve spent 30 minutes now testing this on every enemy I can find, but no matter how perfectly I dodge attacks, they take 0 dmg.

So if I was going to get hit with 100 DMG and I dodged it, the enemy would take 15 damage?
