Uh no, the result is rng based. So the shield will be between lvl 4-8, and the requirement will also meet that tier.
So if you craft it, it will be most likely with a “19 dexterity” requirement again.
Is there any other shield you can craft/find that better matches your stats Peter?

Yea but it should show in the research tablet that at that current lvl with current stats it will reuqire 19 dex
