The problem is similar to the one described in this post.
The categories in the sections “Builder’s Workbench”, “Spinner’s Sewing Table”, “Forged Anvil” are empty for the following languages: Traditional Chinese, Simplified Chinese, Korean, Japanese and Russian.

You need to LEARN the recipes before they appear there.
You do so by using blank pages on the scribe.
To know if you have LEARNT a recipe, you need to be sure there is a checkmark on each item on the scribe.
Having them DISPLAYED doesn’t mean you have learnt them, just that you have SEEN the item and thus you can learn it.
If the recipe is unlearned, the line will not appear. The line appears if the recipe is learned.

Thank you for raise up that issue! I would like to attach two screenshots, in Chineses simplified and in English. BTW, same issue existed in Scrible Table as well and was fixed in recent hot-fix.
Switching between game language may cause UI display glitch,some of the interface may not showing their name properly or not showing at all , and in-game text may be displayed in two languges mixed.
The issue shown in your screenshot is already tracked as a bug.
