After clicking the + Create Topic button, the pop up will show up.
Right click the botton right button, and click inspect element.
A bunch of html code will appear with the inspected element in focus.
Find the button tag a couple of elements up, double click the ‘disabled’ text and hit delete.
Click on the button again. Done. Topic posted.
No need for that, can just submit from Drafts.
