this sounds similar to this bug report:
Have you tried the things suggested there:

before logging out, return to sacrament, do not stay near nodes/resources

log into each realm and back out.

try different characters

log in and stay logged into a realm for a longer time. (watch a movie or grind some crucibles in the meantime)
I tried to reproduce it, but for me everything works. so it seems to only happen sporadically. So far we (the community/players) have not been able to narrow down why or how this happens.
