There is something about rainy days: “drama”. People don’t take shelter from the rain.
The rain effect in “Wicked” is awesome. The protagonist controlled by the player does not need to take shelter from the rain. But it’s very strange that people living in cities don’t respond at all. This is in sharp contrast to the lifelike world. (Of course, there are more places that feel inconsistent). Maybe you can let the wandering NPCs go home (disappear directly) when it rains, or use a huge leaf to cover the rain (assuming that there is such a plant in the “Wicked” world with huge leaves that people use to cover the rain). Important functional NPCs can stand under some temporary shelters when it rains. Guards can also use some rain-proof things, such as water hats.
