Hi, just want to say that I have that issue as well.
The game and steam is in english for me, but windows is in french.
Just saying that to help debugging since that last point seems to be the point in common amongst my friends who have this issue.
My game is in english but my Windows is in French too and my percent symbols are replaced with a square too.
Thanks for the information. I also have this ‘problem’, I have Norwegian Windows. I changed the region to English in Settings>Time&Language>Region. That fixed it. This occurred after the first or second hotfix, so it will probably be fixed again.
Same here with french language
