The list of items available for purchase from the Seneschal merchant does not expand as your character levels up. At low levels (for example, a level 6 character in this video), level 9 gear is offered.
The item level remains unchanged at character levels 12 and 21, and even at the maximum level. (Video)

Can you potentiall test out if the stock become better when you reach maybe certian lvl brackets like lvl 11, lvl 21 and max level?

Thanks for the advice on level gradations. I’ve started working on it, but it’s taking time. I’ll get back to you with feedback.
But I can definitely say that nothing has changed at levels 11 and 12.
Alright I have confirmation that Seneschal’s stock stays at level 1 no matter what.
