Ever since the latest Hotfix, no enemies are spawning in the underground caves in Shallows. This means there is currently no way for me to make the Plague Boss spawn when the Shallows are infected since there are not enough enemies to kill to make the plague bar go all the way down. The only way to spawn the Plague Boss is to burn an effigy at a fire to bypass having to kill more.
