I can’t target-lock the small snake, and I’ve tried shooting explosive arrows at it without it taking any damage or dying. But when I get close to it, the enemy can damage me. Otherwise, it just stands still. After I managed to push the snake off the table by walking into it several times with my character, I was able to target-lock and shoot the enemy.
