I’m not sure how this happened but while walking across the bridge near the Rookery, after taking the elevator up, Guard Sylven appeared to be streaking 
Upon approaching she quickly dressed herself. I’ve been experiencing weird stuttering while walking around Sacrament at the moment so I assume something is making my game lag and caused her armor textures to not load for a while lol.

I’m experiencing the same issue. Sometimes the guards in Sacrament appear the same way for me as well.
Thanks Darth, this has been reported and escalated before but I cannot find the actual report sadly. this one will serve as main going forward.

I don’t know if this is similar enough to combine here or if this should be reported separately, but I occasionally experience other glitches with NPCs while walking around too. I don’t really know what the cause is, it’s anecdotal but it feels like when I’m playing for long sessions it sometimes starts to get stuttery and some odd things happen (like the naked guard and NPCs gliding onto screen). If you watch the bottom right you can see the NPC kind of quickly glides into position and his head glitches a bit before he starts walking normally. I’ve seen similar things happening with other NPCs too but never managed to have a video of it.
