There is a great chance for player to encounter enchantment “failure” while they spending radiant ember . Since value change less than 1% are marked as “no change” in the game due to the minimum display unit being 1%, such statistically “successful” upgrades are perceived as failures by players. Therefore, please consider automatically rounding up values below 1% to 1% to avoid player confusion. Radiant ember is not coming in tons you know.

The Enchantment has reached its maximum effectiveness but you can still use the ember, and if you use it it doesn’t change anything.
What he means actually is that there are thresholds in between 0-100% to where using an ember does not increase the stat, so you end up using 2 embers to get to a 1% increase.
For example, my chest had 7% physical damage that gave no benefit on first ember use from 35-45% improvement, but on the subsequent radian ember use it finally went from 7% to 8%. So I had to waste a whole ember to get a minuscule benefit before getting the upgrade to 8%.
That’s what he meant by rounding up. That the radiant ember didn’t fail to function, it just increased physical damage by less than 1% on that first use, and it took that second use for the change to be reflected as increases only work by whole percentages on the UI.
