I cannot craft the bow i want even though i have met the requirements

Did you try whittaker or which npc place?

I have tried Whittaker and his workbench. He is upgraded to level 3. tried other merhants in case and gotr them to level 3 as well but no luck.

disregard. i just had to click on two handed banner. issue resolved
