I am not entirely sure I understand the issue here, sorry for that 
are they having this issue: BUG: Bounties menu won't go away
Or is it maybe a keybinding conflict? Do you know of they did rebind some keys? If so i’d recommend resetting to default and checking if its still the same.
If it can’t be resolved, and it is the same issue as i linked above, they could maybe add to that topic with screenshots and the files needed: How to Properly Report Bugs!
If all that does not apply for them, it would be helpful to create a new bug report for this.
